MO Regex filter: Todo List

Some expressions can make the perl regular expression library and for this reason only a high level administrator should be allowed to use this filter.

I think that there is a PHP function that can be used to compile an expression that returns an error code and/or message if an error is found. We want to make use of that function in the validation function so that way most regular expression errors are caught early.
